Kemmerer Reservoir Water Level Reduction and Safety Advisory
Kemmerer–Diamondville Water & Wastewater Joint Powers Board (JPB)
City of Kemmerer, Wyoming
Release Date: March 23, 2026

The Kemmerer–Diamondville Water & Wastewater Joint Powers Board (JPB), in coordination with the Wyoming State Dam Safety Engineer’s Office, is issuing this public notice regarding required operational changes at the Kemmerer No. 1 Reservoir.
Reason for Action
A recent inspection conducted by the Wyoming State Dam Safety Engineer identified structural deficiencies in the primary (principal) spillway. As a result, the State has mandated that no water flow over the primary spillway until necessary repairs can be completed.
To comply with this directive, the dam must be operated using the low-level outlet works only. In addition, the State has issued a Storage Restriction Order for:
  • Kemmerer No. 1 Reservoir – Permit #5302R
  • Enlarged Kemmerer No. 1 Reservoir – Permit #9776R

Planned Reservoir Drawdown
Beginning Monday, March 23, 2026, the JPB will begin lowering the water level in the reservoir.
This action is being taken:
  • Under direction of the Wyoming State Dam Safety Engineer
  • In advance of spring runoff
  • In anticipation of increased inflows from Viva Naughton Dam
 
The goal is to create sufficient storage capacity (buffer) to prevent water from reaching and flowing over the primary spillway, even during higher seasonal inflows.
Due to hydraulic limitations, even with both 30-inch low-level outlets fully open, there may not be enough discharge capacity to keep the reservoir below the spillway without first lowering the overall water level.

Public Safety Advisory – Ice Conditions
At this time, the reservoir remains ice-covered. Lowering the water level beneath the ice creates unstable and highly dangerous conditions.
⚠️ The public is strongly advised:
  • Do NOT walk, fish, or travel on the ice
  • Ice may appear solid but can collapse without warning due to changing water levels beneath it
This condition significantly increases the risk of serious injury or death.

Ongoing Operations and What to Expect
  • Reservoir levels will remain below the primary spillway elevation throughout spring runoff
  • After peak seasonal flows subside, the reservoir level will be partially restored, but will continue to be maintained below the spillway until repairs are completed
  • Water releases will be managed through the low-level outlet system only

Lowering the reservoir and modifying operations ensures the dam continues to function safely while addressing the identified spillway concerns.
