Board members are volunteers from the community who serve 3 year terms. Board members are the fiduciaries who steer the organization towards a sustainable future by adopting sound, ethical, and legal governance and financial management policies, as well as by making sure "The Joint Powers Board" has adequate resources to advance its mission.
Chairman: Ron Schramm
Board Member Since 2016 - Appointed by City of Kemmerer
Ron has been on the Joint Powers Board for 3 years. He is a graduate of Kemmerer High School and the University of Wyoming. He has worked in the natural gas processing industry for over 25 years. Ron enjoys any outdoor activities from hunting and camping to fishing and snowmobiling. He and his wife Amy also enjoy following their kids sports activities around the state. They have three children, one at UW in Laramie and two at Kemmerer Junior-Senior High School.

Cody graduated from Kemmerer High School and has resided in Kemmerer most of his life. He works in construction in and around the Kemmerer-Diamondville and Green River area. Cody enjoys many activities camping, fishing & playing pool.

Board Member Since 2023 - Appointed by Town of Diamondville
Cortney graduated from Bear Lake High School in Montpelier, Idaho. After attending Idaho State University, Cortney and her husband Travis moved to Kemmerer-Diamondville and have been residents for over 20 years. Cortney has served her community as a board member of the Kemmerer Little league for 3 years. She is also the President of the Kemmerer Swim Club and takes an active role in helping where she can. Cortney is the mother of four daughters, currently enrolled in the Kemmerer School district. Wes has lived in the Kemmerer area his entire life. Wes is a graduate of Kemmerer High School and served 4 years a City Councilman for the City of Kemmerer until moving. Wes married a local girl and raised two children. Wes is an avid hunter and fisherman and is especially fond of ice fishing. Wes has recently retired from Williams Opal Gas Plant.

Trustee: Mayor Bill Thek
Board Member Since 2021 - Mayor City of Kemmerer
Bill and his wife moved to Wyoming 45 plus years ago. He has been employed in the oilfield, construction and the now defunct FMC Coke Plant. By and large he has spent most of his working career in Law Enforcement from which he retired in February of 2020. He has been involved in civic duties beginning with Kemmerer Zoning Board. Later he was appointed to fill a vacated seat on the Kemmerer City Council. Following his retirement he was once again appointed to fill a vacated council seat. The fall of 2020 he was elected as Mayor of Kemmerer which brings us to the present and his seat as a trustee on Kemmerer/Diamondville Joint Powers Board. Bill and his wife have lived most of their lives in this community, raised a family and they consider Kemmerer their home.

Board Member Since 2023 - Mayor Town of Diamondville
Clint was born and raised in Frontier, Wyoming. Kemmerer-Diamondville has always been where he calls home. Clint and his wife, Crystal, got married in 2001 and have 4 children: Christopher, Andrew, Bailey, and Rilee. They also have three grandchildren. Clint has worked in many roles at the Kemmerer Mine over the last 15 years. During his time at the Mine he also spent 6 years as a Local Union officer. Clint also served 2 terms on the Diamondville town council and is currently the acting mayor. During his free time, he enjoys spending time camping up the Hamsfork and side-by-side riding with his family.
